Offshore US Bank Accounts and debit cards. Are they valid or not?

Nine months ago I open a offshore US bank account, I also got the debit card to use online. I need the offshore Bank account because my country is not listed in Paypal. But when I enter my offshore US bank account in Paypal the both accounts were blocked within 1 week. And I lost my 399 USD. But a month ago I also search for offshore accounts. 1. The checks are good, although some corporations won;t take them if the adress is foreign. You can deposit the check but it takes a few weeks to clear before the funds are availabel The debit card will only work if it is affiliated with VISA or a MAsterCARD or some otherLOGO that the actual store takes.
